Historical Note: When Bank of Virginia and Union Trust Corporation of Maryland merged in late 1985, they formed Signet Banking Corporation. In 1987, they acquired Security National Bank (formerly Security Savings and Commercial Bank) of Washington, D.C. Thus Signet established itself as a regional banking corporation with offices throughout Maryland, Virginia, and Washington, D.C. The Bank of Virginia was founded in 1922 as a Morris Plan Bank. These banks specialized in making small consumer loans. The Bank remained a pioneer in consumer banking, including introducing the first credit card in 1953. In addition, its first president, Thomas C. Boushall, was very active in the community, and wrote on a wide-range of topics, including banking, health care, health insurance, and the New Deal. Boushall’s influence is apparent throughout the records of the Bank of Virginia and Signet. One of the predecessor banks of Union Trust Corporation was the Bank of Baltimore, which the Maryland Legislature originally chartered in 1795. Union Trust was one of the oldest banks in the nation. This collection contains a signature book from the Bank of Baltimore, which was used from the Bank’s founding to the late 19th century. Robert E. Lee is among the signers of note.
Summary: Scrapbooks, advertisements, speeches, news releases, employee publications, brochures, and some correspondence of the Bank of Virginia, its holding companies (Virginia Commonwealth Corporation, Virginia Commonwealth Bankshares, and Bank of Virginia Company), Union Trust Corporation, Security Savings and Commercial Bank, and Signet Banking Corporation constitute this collection. Most materials are from the public relations departments. In addition, there are materials relating to national, state and local politics, state and national banking laws and regulations, and the history of Richmond.

Collection Description

INTRODUCTION

Signet Banking Corporation was created from the merger of Bank of Virginia and Union Trust Bancorp on December 31, 1985. When these banks bought Security Savings and Commercial Bank of Washington, D.C., in 1987, they named the new company Signet Banking Corporation.

The largest of the three banks was the Bank of Virginia, which was headquartered in Richmond, Virginia. Thomas C. Boushall founded The Bank of Virginia as The Morris Plan Bank of Richmond in 1922. In 1928, he changed the name to The Morris Plan Bank of Virginia to reflect the existence of branches in Petersburg, Roanoke, Newport News, Portsmouth, and Norfolk. The Norfolk bank --Fidelity Savings and Trust Company--was the original Morris Plan Bank founded by Arthur J. Morris in 1910. The Bank took on a new name again in 1946 to reflect the expansion of bank services beyond those traditionally offered by Morris Plan Banks. It remained the Bank of Virginia until the company became Signet in 1986.

Morris Plan banks specialized in short-term uncollateralized consumer loans at a time when few banks were making such loans. Their motto, “banking for the individual,” appeared in various incarnations. In addition to traditional banking services, Morris Plan banks offered others, such as insurance, to which their customers may not have otherwise had access. All Morris Plan banks had some connection to the Morris Plan Corporation and the Morris Plan Bankers Association, which were both headquartered in New York. Arthur J. Morris himself served on the board of several banks, including The Morris Plan Bank of Virginia. Boushall and the Virginia bank had an often contentious relationship with the Corporation and the Association. Boushall’s battles with Morris were legendary. The Bank of Virginia severed all its ties with Morris Plan organizations in 1946, when it began to offer services beyond the usual purview of the Morris Plan.

Boushall’s strong personality and beliefs greatly influenced the Bank of Virginia and Signet. He wanted his bank to serve the community by lending money to people who otherwise would not have had access to credit, or access only to credit on the harshest terms. As a banker, he advocated innovations in banking practices including marketing, products, and research. As a civic leader, he devoted his time to several organizations and causes -- especially health care and education. He served as chairman of the education committee of the National Chamber of Commerce and on the Virginia Board of Education. He played an instrumental role in the Virginia Hospital Association. Boushall was a vocal opponent of the New Deal and helped found Virginians for Eisenhower in 1952. Researchers who are interested in these topics will find his articles, and text and notes for speeches in his scrapbooks (series 1.1).

Boushall originally envisioned a 5th Federal Reserve District-wide bank, but he had to settle for a statewide bank. Even that goal proved difficult to achieve given Virginia’s restrictions on branch banking. Part of the history of the Bank of Virginia is its struggles against established banking interests and the General Assembly. In fact, the Bank of Virginia created the holding company, Virginia Commonwealth Corporation, in 1962 in order to circumvent the restrictive branching laws. Once Virginia law allowed the word “bank” in holding company names, Bank of Virginia changed the name to Virginia Commonwealth Bankshares. Bank of Virginia again adopted a new name for the holding company in 1972 when the holding company became Bank of Virginia Company.

The Bank of Virginia remained true to its history as a pioneer in consumer credit, and in 1953 became the first bank to offer a credit card. It also continued to be an innovator in developing consumer credit businesses, especially with regards to car loans, and to relationships with retail businesses. In the 1990s, Signet spun off its credit card business as Capital One.

Maryland’s Union Trust has deeper historical roots than the Bank of Virginia. The Bank of Baltimore was originally chartered by the state of Maryland in 1795. The signature book (subseries 2.6) is the only item in this collection from that period. Charles Carroll of Carrollton, signer of the Declaration of Independence, was among the original stockholders. On March 1, 1930, the National Bank of Baltimore, formerly Bank of Baltimore, merged with Union Trust Company of Maryland.

In 1898, the Maryland Legislature granted a charter to the Realty Trust Company, which became Union Trust Company of Maryland in 1900. Like the Bank of Virginia, Union Trust strove to be a statewide bank, and regularly acquired banks around the state.

Although it received a West Virginia charter on February 22, 1913, Security Savings and Commercial Bank never opened an office there. It remained a Washington, D.C., bank with branches throughout the city. The bank changed its name several times finally becoming Security National Bank in 1971. After their own merger, Bank of Virginia and Union Trust sought to link their regions by purchasing Security National.

Of the three banks, Bank of Virginia had the greatest influence upon the new Signet Banking Corporation. Corporate headquarters remained in Richmond, and Bank of Virginia’s top officers headed the new corporation. In addition, Bank of Virginia greatly influenced the corporate culture as reflected in both the continuation of certain publications and the methods used to organize and arrange the materials.

Much of the Bank of Virginia and Signet materials arrived in binders, or scrapbooks. Although the items have been removed from the binders, every effort has been made to preserve the order and divisions originally maintained by bank personnel. Researchers should be aware that the Bank of Virginia and Signet arranged many of their files in reverse chronological order. These cases are noted in the folder list.

SECTION DESCRIPTIONS

Series 1. Bank of Virginia (Richmond, Va.), 1922-1986.

Series 1 constitutes the records of The Morris Plan Bank of Richmond, The Morris Plan Bank of Virginia, and its holding companies --Virginia Commonwealth Corporation, Virginia Commonwealth Bankshares, and the Bank of Virginia Company. Series 1.1 consists of Thomas C. Boushall’s papers, chiefly scrapbooks of his speeches, and articles written by and about him. Researchers who are interested in education, health care, health insurance, the Great Depression, the New Deal, and Richmond history will find Boushall’s writings of particular interest. Series 1.2 (annual reports) and 1.3 (statements of condition) are official bank documents. Series 1.4 and 1.5 consist of scrapbooks of advertisements, and newspaper clippings about the Bank and its holding companies. Articles written by bank officials occasionally appear in Series 1.5. Series 1.6 contains speeches. Series 1.7 consists of News Releases and FYIs for employees. These FYIs are chiefly concerned with benefits and other human resource issues. The Bank’s internal publications and employee newsletters are housed in Series 1.8. Series 1.9 consists of Bank publications distributed to both customers and employees. The two scrapbooks at the beginning of this subseries contain other materials, including advertisements and statements of condition. Finally, Series 1.10 contains miscellaneous materials. Most significant are the records from the Fidelity Savings and Trust Company of Norfolk, Virginia, where Arthur J. Morris first implemented his plan of “banking for the individual.”

Series 2. Union Trust Corporation (Baltimore, Md.), 1795-1985.

The Union Trust Bancorp and some of its predecessor banks are represented in this part of the collection. The bulk of series 2 is composed of Union Trust scrapbooks (Series 2.1) and advertisements (Series 2.2). Series 2.5 consists of correspondence mostly dating from the early 20th century regarding relationships with other banks, especially the First National Bank of Hampstead and the Cuban National Bank. In addition, there is significant correspondence related to the property owned by Commercial and Farmers National Bank in Newport News, Virginia. Of interest is a signature book from the National Bank of Baltimore which contains depositors’ signatures from 1795 to the 1890s. Notably, Robert E. Lee, James McHenry, members of the Carroll family, William Marbury, and Benjamin H. Latrobe had accounts with the Bank. The Bank also did business with some Virginia firms.

This series consists of two scrapbooks from this Washington, D.C. bank. The Bank was founded in 1913 and became a part of Signet in 1987 after Bank of Virginia and Union Trust merged.

Series 4. Signet Banking Corporation, 1985-1996

This series comprises the records of the Signet Banking Corporation. There is a strong continuity in types of records between Signet and Bank of Virginia. Series 4.1 consists of two bound volumes of legal documents related to the merger of Bank of Virginia and Union Trust. Series 4.2 includes both annual reports and some quarterly statistical reports. Scrapbooks of newspapers clippings are in Series 4.3. For the first two years of Signet’s existence, the Maryland group kept its own scrapbooks. Thereafter, clippings from Virginia, Washington, D.C., and Maryland newspapers, as well as national publications, were filed together. Speeches (Series 4.4), and News Releases and FYIs (Series 4.5) are organized and composed of the same materials as they are in the Bank of Virginia series. The same is true of Series 4.6, where most of the employee publications are continued from the Bank of Virginia. Series 4.7 contains publications distributed outside of the Corporation. Series 4.8 consists of submissions by the Public Relations department for various awards. Slides and videos are housed in Series 4.9 and 4.10 respectively. Some of the slides complement speeches in Series 4.4. Finally, Series 4.11 is comprised of miscellaneous materials.
