Janie Porter Barrett (1865–1948) founded the Locust Street Social Settlement for troubled girls in Hampton in 1890. In 1908 she became president of the Virginia State Federation of Colored Women's Clubs and turned its emphasis to similar social work. One result was the Virginia Industrial School for Colored Girls in Hanover County, which sought to rehabilitate delinquents in a "moral hospital" rather than a place of punishment.
